Disaster preparedness goes far
beyond drafting of plans. It must ensure
that organizations have the
appropriate programs and trained
staff in place to respond quickly to
any disaster event or threat.The massive numbers of
casualties associated with terrorism that exceed the resources
of most hospitals, and the especially severe
and extensive patterns of injury that
characterize current terrorist
attacks, go so far beyond the
standard training and
experience of disaster managers in Nigeria. The focus of the National Emergency management Agency NEMA under the leadership of Alh Muhammad Sani Sidi has been that of retraining of staff and various stakeholders to enable them live up to expectations of the public to response during emergencies. capacity building initiatives were put in place in form of training programs on prevention,combating and responding to terrorism related disasters to enable staff of the agency and its various stakeholders cope with the phenomena.
Various policy instruments which centered on manpower development were adopted with a view of
understanding the legal and ethical
issues surrounding disaster planning
and preparedness as it relates to terrorism.
Through these initiatives,
NEMA has succeeded in
Achieving and maintaining local
interagency cooperation and also
Integrating civilian and military
response capabilities to ensure prompt response during cases of bomb blast.
Meeting the preparedness needs of
special populations like women,children, and the physically challenged have also been emphasized.
The training programs ensure the development of necessary
expertise that are so different
from our routine approaches to
disaster management. Apart from this the Agency had also intervened by providing medical disposables to hospitals around the country including prostate limbs for amputees. So far over 1,500 victims have recieved free medical care with the Agency footing the bills.
